Partner terms are open to consultancies, managed service providers and Microsoft partners who deploy into tenants they do not own. You need tenant admin access to your clients' environments, or a working relationship with whoever does.
The licence permits deployment into any number of client tenants, presentation under your own branding where noted, and configuration on your clients' behalf.
It does not permit resale of the source code, redistribution of the package outside a client deployment, or sublicensing to another vendor. If you need source access for escrow or audit, that is a separate arrangement and is available on request.
