Configuration
Every tool is configured from the property pane on the page it sits on. Settings belong to that instance of the web part, so the same tool can be set up differently on two pages without one affecting the other.
Where settings are stored
In the page itself, as part of the web part definition SharePoint already stores. There is no separate settings list to create, back up or migrate, and nothing to clean up if you remove a tool.
Copying a configured tool
Copy the page. SharePoint copies the web part and its settings with it, which is faster and less error prone than configuring the same tool twice by hand.

copy of this pagefrom the page menu. - 03Move the copy to the target site and edit anything site specific.
Keeping a tenant consistent
Where the same layout has to appear on many sites, build it once and save it as a site template. Every site created from that template gets the tools already configured.
